
708 Mental Health Boards
If you live in Wayne Township, Winfield Township or York Township you will see a referendum on the back of your ballot regarding a 708 Mental Health Board, we recommend voting YES.

Townships who already have passed and implemented a 708 Mental Health Board are: Addison, Bloomingdale, Lisle, Milton, and Naperville Townships.
​​708 MENTAL HEALTH BOARD FACTS
1. 708 Mental Health Boards do not provide services directly. They are not service providers!
​
2. 708 Boards fund services through small yearly grants to fund needed services in the community for mental health, substance abuse and developmental disabilities.
​
3. The grants are provided to agencies to fund underfunded or unfunded services. Grants may be awarded to governments, nonprofits, and private agencies at the discretion of the board.
​
4. The grants cannot duplicate existing funding.
​
5. All grants are given to fund the York Township community.
​
6. The funds are awarded based on a survey of community needs and a 1- and 3-year community plan developed by the 708 Board.
​
7. 708 Boards have 7-9 members appointed by the governing body from community members. Qualified community members are encouraged to apply.
​
8. Board members by statute are to have professional or lived experience.
​
9. Meetings are conducted in public under the “open meeting act statutes” and community members are invited to attend the meetings.
​
10. The referendum list .05% (.0005) for the levy, but your Township board will set the actual rate based on the recommendations of the Community Mental Health Board. .05% (.0005) is the maximum rate!
​
11. Based on other boards in DuPage (Addison, Bloomingdale, Lisle, Milton, and Naperville Townships) and the 90 boards in the state of Illinois, the expected rate for York Township would be .025% (.00025) or approximately $8.50 per $100,000. A home valued at $400,000 without the Homeowner exemption would pay $35.00 yearly.
